Incoming emergency calls during the year 2011 was dominated by trivial complaints that are not urgent, including pubic affairs.

Besides wasting time, an emergency call to be considered a trivial problem could endanger the patient in an actual emergency conditions. For example when ambulance runs out to deal with trivial problems, patients with serious life-threatening problems can not be helped.
